В двух словах:
если кроме SATA дисков нет, то в ядре ветку ATA/ATAPI/MFM/RLL support (IDE) полностью отключить;
включить, лучше не модулем, Serial ATA (prod) and Parallel ATA (experimental) drivers (ATA) и выбрать "свой" драйвер;
для DVD- или CD- выбрать SCSI CDROM support (BLK_DEV_SR).

Порылся по форумам, собрал ядро как рекомендуют, но проблема не исчезла вот выдержка из dmesg

вроде винт определяется нормально, но почему то система ставит на него скорость udma133.

Попытайтесь загрузиться с LiveCD и проверить скорость, будет ли заметная разница?
